People tend to judge a group by the ones making the decisions or the influencers therein.
A comparison can be made since "criminals" is the descriptor used by Fischer.
Cloistered in a prison you have:
1. the leaders (tough, brutal guys with little or no remorse).
2. the go-alongs and helpers (told what to do and believe, how to act).
3. the bottom - general population just trying to do their time with as little to do with the above **** as possible. Stuck in a nearly impossible they become a compliant mass for the most part.
I see this type of hierarchy in society all the time. Generally three basic levels of a gravitational pull.
Like a Venn Diagram they overlap too, getting messy with each other. No wonder the Amish are still around.
